feat: 添加调试版服务端地址切换功能
实现登录页调试版可见的服务端设置弹窗，支持自定义 IP 和端口，优先级高于编译期默认地址。新增相关状态管理、存储逻辑及设置入口图标，修改 ApiClient 以支持动态传入 Base URL，确保切换后无需重启 App 立即生效。
